NCAA committee proposes to allow replay official to call targeting foul

The NCAA rules committee has made some new proposals regarding targeting, low blocks, sliding players and technology use for coaches.
The proposals will go to the Playing Rules Oversight Panel on March 8, and if they are approved, they would be implemented for the 2016 season. The proposals include:
- The instant replay official can call a targeting penalty, even if the on-field officials missed it. The officials are also now required to review all aspects of targeting calls, after complaints some players were incorrectly kicked out of games last season.
- Coaches can use electronic devices during the game in the press box and in the locker room, but they are still prohibited from the sideline.
- The 3-yard limit on illegal man downfield will continue, and officials are instructed to “stringently enforce” the limit and adjust their mechanics to officiate it. This was a popular issue a year ago, and some coaches have called to go to the NFL’s 1-yard limit, but it will remain at 3 yards in college.
- Conferences are allowed to try out a “command center” for collaborative reviews on a 1-year trial basis.
- A player who leaves the tackle box cannot commit a low block below the waist toward the initial position of the ball.
- A sliding ball-carrier who gives himself up is now covered under the rules of a defenseless player.
- Tripping the ball-carrier with a leg is now a foul.
“The targeting rule is serving the game well, and has enhanced player safety,” South Dakota head coach Bob Nielson said in a release. “Because this is such a severe penalty, we are instructing replay officials to review plays to ensure that the required elements of targeting exist. We are also adding the ability for the replay official to stop the game when a potential targeting foul is not detected on the field.”
Again, these proposals must be approved by the oversight panel next month before they are implemented, but it’s clear the targeting penalty rules continue to be adjusted.
