It really is unusual, but there are many examples of excellent coordinators who turned out to be bad head coaches. Keeping these competent assistants on staff is a significant key to a program's success. If paying a successful coordinator $2.5 million is enough to keep him from pursuing a HC job at a Sunbelt or C-USA program, it'd be worth it.
