I don't see conferences merging at this time, but if there ever was a merger I could see B1G and ACC
as being one of the first.
They're both close ideologically when it comes to academics, and the B1G currently has a presence on the Eastern Seaboard with Rutgers and Maryland.

Reports today have SEC in serious talks with Michigan, Ohio State, UPC, and Florida State. The SEC is expanding selectively. I don't see the SEC taking an ACC that is loaded with small-enrollment private schools.

Jay Bilas is trying to prop up the ACC.....sure. But what he is really doing is thinking of ways where Duke is still legitimate where football rules the day. Out of the ACC, Clemson, UNC, and FSU would be fine. They are brands that would be highly cherished by any league. But the rest of the league? Those teams don't move the needle as an attraction in football that makes them a wanted expansion target.
