University of South Carolina students will be required to prove they are vaccinated against COVID, test negative or have recently had the disease before they can return to campus.

This was challenged in the courts when University Indiana mandated vaccination or documented medical or religious waiver. The courts sided with IU

It's like that all over the country at these schools. They have to pay a fee for "testing equipment" if you're not vaccinated...

Testing negative in lieu of getting vaccinated? How often would they have to test negative?

Uhhh, I read that as be vaccinated AND test Negative. Not test in lieu of vaccination.
Vaccines are highly encouraged but not mandatory. Students who are not vaccinated will have to present negative COVID test results within 10 days of getting to campus or will have to prove they have had a positive Covid infection during the 90 days prior to coming to campus (which assumes the student has antibodies). Frequent testing will be required for those that are not vaccinated but the letter didn’t specify how often.
