As is usual with Kennedy, he changes his own statements frequently and plays word games and suggests things that would be 100% unethical (Ethics isn't Kennedy's strong suit)

As is usual for Kennedy, his claims change depending on who he is talking to.

Kennedy changes his claim and said, "“Not one of these 72 vaccines has ever been tested (a lie), pre-licensed (a lie), in a placebo-controlled trial "
But that's not true either.
"Placebo-controlled trials were the gold standard for testing child vaccines and this is well documented by not only the government but many private foundations and universities around the world, but there were some exceptions.
Why were they exceptions?
For example, Higgins said that when testing new versions, formulations or brands of already-approved vaccines, giving children in the control group a placebo would be unethical.
“Doing so would withhold a life-saving vaccine from children, putting them at significant risk for serious and potentially fatal diseases,” Dr Higgins said.
In these cases, he said, the control group could be given an existing, previously approved vaccine. You wouldn't give someone's child a placebo for polio, for example, and withhold a polio vaccine that was approved 70 years ago. That is unethical in every case."
Abram Wagner, from the University of Michigan, said placebo testing still occurred for new vaccines if an earlier version did not exist, such as the hepatitis A vaccines introduced in the 1990s.
“All of these vaccines that have been cited by Mr. Kennedy have undergone thorough vetting for safety and efficacy including placebo controlled, double blind trials. The evidence is clear and obvious for anyone that is willing to do even the smallest amount of research.” Dr Wagner said.
