Why didnt USC make the NIT in 1970 ?

I know only the conference tourney winner went to the NCAA dance but as good as South Carolina was how come no NIT? I've googled all I can and I cant find out why

And in other news- why didn’t America make the World Cup in 1877?

Because we were the host team for the Eastern Regional. Back then you couldn't host and go to the NIT
