Colleges need to establish rules if NCAA doesn’t

If the NCAA does not, the University BOT & administrations need to establish rules & consequences for athletics. An athlete is getting free tuition , room, board, etc. He/she signs a letter of intent/contract. Now he/she can receive NIL. If that athlete decides to use the transfer portal, then colleges should be able to recoup tuition, & other expenses from the athlete. It unfair to the regular non-athlete student & donors to bear the costs & give free rides to those that break their commitment/ contract with a college.
