Ads showing up late. You see the web page and just a moment later, an ad populates the space reserved for it causing the screen to move.

Sounds like the program is set to run like that to get those ads in front of you.

Is it just web pages but no other applications? Does it happen on all browsers (google chrome, microsoft edge, firefox, etc)? If it is just one browser try deleting and re-installing it. Prob not a hardware problem (GPU, monitor, etc.) if it is just web pages and no other applications.
