It would be teams that don't even make it to their conference championship getting in. Ohio State last year over Penn State, and Bama stands a pretty good chance of getting in over UGA, Auburn, Wisconsin (to a lesser degree). It's basically rewarding them for not making it to their championship game by not putting them at risk for accumulating another loss.
