Can someone explain what that penalty was? Stogner appeared to have caught a first down pass and it was called back for “illegal touching”. The only thing I can find on this is when a receiver doesn’t establish himself after stepping out of bounds. Stegner was nowhere near the sideline.

He was an in eligible receiver because we had a wide out on his side and he was covered up..

In many states it has to do with the age of the victim. Over 21, no problem with a decent attorney ... under 21 ...... Oh! Sorry you meant football. My bad.
