PPP loans going to those who didn’t shut down

Not sure why this isn’t causing more anger or outrage in the media... but there is no requirement for businesses to show they shut down in order to get this loan! There are businesses who are booming and continuing to work normally who have received this money! And don’t have to pay it back.
I’m a private practice surgeon who employs 25 people. And we aren’t working at all. No income. We’ve committed to continuing to pay staff as long as we can... and are in desperate need for this type of funding. But we may not get it. And myself and my parter are not getting any salary. Even though we continue to pay employees.
Nurses are being recruited to work in hospitals with good pay... but doctors are asked to volunteer.
I just don’t get it.
