Once again, this ain't rocket science. If you can't block folks, it doesn't matter what you call

Discarding the impact of coaching on that is a mistake, imo.

I'm not disagreeing that when a team (like uga) outman you so completely, there's little a coach can do.

The difference in my mind is when you have teams like Arkansas where they don't out talent you so completely.

Well, let's say your theory is correct. Doesn't change the fact that USC doesn't get enough players to be viable from SC, or Charlotte. Where are all of these great SC players? They surely aren't on the USC sideline. Charlotte is no pipeline. Clemson can go get what they want. Ditto UNC and then NCSU. Then USC gets what might be left over.
Good grief. Just because we aren't getting the players doesn't mean they aren't there. That was the question. There is an abundance of talent within 150 miles of Columbia. During Spurrier's years we were getting them. Stephon Gilmore, Jadeveon Clowney, Melvin Ingram, Marcus Lattimore, Alshon Jeffrey, and on and on and on, all came from within 150 miles of Columbia and made us relevant. We could compete with anyone when we had those players. We need to start getting those players again. We need to do better at recruiting them. The "small state" argument is hogwash.

Remember how posters referenced Swinney and about how Swinney survived a rough start to evolve by hiring high-end coordinators?

I hate to use Swinney as a guide, but Shane is going to have to build that kind of staff and it starts by firing/hiring.
IIRC, Billy Napier was Dabo's first OC. He was young and inexperienced, and Dabo had to can him. He put in the time at a few other schools and is now where he wants to be. Time will tell if he is a good FL hire.
