2. Put people back to work piecemeal using educated guesswork, pretty much guaranteeing a second round of infections doing even more economic damage than option 1 due to having to shut it all down a second time.
Rockefeller Foundation is working on tests that will show:
1. Who has it
2. Who doesn't
3. Who had it and is now immune.
For all you supposed constitutionalists, the power to mandate national stay in place and national testing is found in the Welfare Clause.
Mandate testing for every citizen and allow return to work based on certification via testing.
There will be no packed stadiums until a vaccine is found. Until then let's take the only path that allows us to thread the needle between safety and the eventual return to prosperity.
