Every university in the country would face thousands of lawsuits to return the money to those donating it under the promise that their donation was for the university, not a tax for the government to collect. There would be a hell of a lot of legal issues that would be created.
and of course, other non-profits and churches operate under the exact same law. Tens of thousands of churches would be staring at closing their doors- and if politicians tried to create a new law about college endowments after the fact, they'd be facing decades of lawsuits before any resolution.
The University of South Carolina would also end up closing it's doors given hundreds of professors doing research at the school are funded by the endowment.
