Yeah, he is going to be on campus in Austin this Saturday. He just eliminated TCU from consideration. It is down to Texas and Texas Tech, but I would place the odds as 70/30 Tech over Texas, because of the NIL deal you mention. I doubt Texas will promise a starting position and I expect Texas Tech has already done so.
