Why are so many college and pro teams so AWFUL at clock management?

I'm at a loss to explain it. It's just idiotic.

Bugs me in college game when they take a timeout after the other team gets a first down. The clock stops for the chains to move even though the 40 second play clock is going. Therefore you’ll lose less than 40 seconds unlike any other play after that. So why take a timeout there???
