You might want to pick up a history book — that issue was resolved in 1865, and reaffirmed by Congress and Supreme Court many times over the past 200 years. BTW, it is that same Federal system that abolished slavery during that time. In any other system. The only slavery that exists in the U.S. today is the sex-trafficking slavery allowed by Dems under Bide/Harris.
