Do we have these programs at USC or other SC school?

A simple search of our University's website.

3 classes - Learn to speak Chinese, learn Chinese martial arts, and learn Chinese painting and caligraphy.

It looks like it's a continuing ed type course, or maybe simply a student group on campus.
It also has programs looking for English teachers to teach in their schools, a study abroad program,a 10 day winter trip to China, etc.

I agree entanglement with the Chinese government is problematic. And that they ask for some weird stuff in these agreements.

However, I will say that USC's relationship with the Chinese world is a big deal -- we have tons of students here from China, plus that's a language more and more of our students are going to be studying.

The University of South Carolina is the first research university in South Carolina to establish a Confucius Institute (CI) in collaboration with the Beijing Language and Culture University (BLCU) and the Office of Chinese Language Council International, a division of the Chinese Ministry of Education, which has launched 475 such institutes and 851 classrooms in 126 countries since 2004 to promote education about Chinese language, culture and society. The Confucius Institute is expected to strengthen the university's course offerings in Chinese language and culture with the BLCU providing four visiting faculty members, promote more visiting scholars from China, and expand China-related research library collections at the Thomas Cooper Library.
