Although the balls are to be inflated to 15 psi there is also a league rule that sets the allowable lower limit at 12.5 psi.

The real question should be why the Colts weren't smart enough to do this also.

Between 12.5 psi and 15 psi is a big difference and it's all legal under the league rules...

I thought that I read that the league rules state that inflation must be between 12.5 and 13.5 PSI.
