You can find intent by a player's actions. You don't have to read their mind. Prosecutors have to prove some kind of intent for every single crime. They can't read the defendant's mind but can figure it out from their actions.
Works in a court of law, but in a game the action happens in fractions of a second. Reflexes, reactions, changes in orientation factor in. My point is, it makes it subjective enough for the refs to enforce it inconsistently.

not sure on that last shot how that wasn't targeting. He forcefully hit him in the head with forearm and shoulder. It was a much easier call than Bronson's helmet to the chest. That wasn't even a head shot and he was ejected. Problem is, they don't call it equally. I could pull film all day with identical hit . Some called targeting and some not.
