Panthers faced a 4th and 2 at the 3 yard line late in the game. It was NOT a goal to go situation.
The Bucs called 2 consecutive timeouts, causing a delay of game penalty (which is always 5 yards)
Instead of giving the Panthers a first down, the ball was moved half the distance to the goal and it was still 4th down.
It was 4th and 2. There was a 5 yard penalty.
I understand the half the distance, but shouldn’t this be a first down?
