How efficient is returning the first stage of a rocket back to its launch pad or to a platform in the ocean versus just dropping it in the ocean?

I could name at least a hundred other efficiencies SpaceX has designed into its systems. Further, NASA could never build or contract out to other defense contractors vehicles that could turn fast enough to launch as many rockets as SpaceX can. Musk and his employees are pure geniuses.

At one time NASA was bold and cherished innovation, but now it’s just a slow-moving monstrosity whose number one objective is attacking climate change.
