Fairgrounds Parking questions?

How is parking when the fair is in town. Do you just pick any open spot? Can you still tailgate?
How early before a game does it fill up?

I normally skip that game because it’s too much hassle for me.

I read that they charge $20 to park there and they direct you to the next spot open. Also, no tailgating. I will just go to park somewhere else. I don't want to get stuck in a bad spot after the game. My season spot is only 5 spaces from an exit.
