Honestly wouldn't surprise at this point. The idea that was there a 30+ year ongoing technology that was just on the brink of being ready exactly when the pandemic hit is a leap of faith to begin with. The executive order portion is telling too. What was the immediate emergency? How much did Trump know about what he was signing? Were they telling him the upcoming flu was going to be worse than 2017 or was it something more?
