UCF is the absolute largest by enrollment. If adjusted to full-time equivalent, I don't know for sure.

University usually means it offers advanced earned degrees such as MS, MA, PhD, or ScD. UCF offers all that plus professional degree programs in business, medicine, law, etc. It has over 60,000 students.
