I can see how one could interpret that sentence as saying Maxwell was drafted from the University of South Carolina, but I read it as he was simply drafted out of the STATE of South Carolina, and not from USC per se. If they did mean for it to read as USC, then somebody didn't do their homework!!

You could be right. It seemed to me saying "drafted in the sixth round out of South Carolina" he meant he was a Gamecock. However, he did play high school ball at Fort Dorchestor (?) so he may have meant the State of SC like you say. Either way I would not have written it that way, but no biggie.
